Using Dehya as an example, I think she was a 1st half banner, so there was a 3 week delay between her banner and addition to standard. Same for Mizuki more recently, and same for all Genshin's 4-stars.

So I waited. I waited for an english translated version to release, and while I can enjoy the game itself now thanks to it, they're screwing up on the live service aspect in this version, which the game heavily relies on for better or worse.
