Save your skills unless it's something that you will use for every race. Look at the callendar and see how far away the long race is and be prepared for it by having either a gold blue skill or two gray ones.

The base 3 star rate in this game is 3%, and you don't need to ever pull dupes to get them at a reasonable power (even if they do get a little stronger if you uncap them).
This game is very generous with letting you earn them even outside of that thankfully. Like Special Week takes 150 of her star shards, and right now in her event you should be capable of earning about 75 of them for free, while in the future they enable daily legend races permanently where you can pick who to get stars for. If you do want specifically her, it's not hard at all to pull the gacha and use the statues to fill the rest of that. If you don't want her, you'll essentially get her for free the next time she's a main Legend anyway since you'll get another 75ish from it.

not particularly, they release some that you could argue have better main skills or such but the statlines stay pretty consistent and the main difficulty of the game comes down to what their scenarios are. Nothing gets easier than Bakushin because it's already braindead at that point, they have never been afraid of 1 stars being "strong" (at winning in careers). if you care about pvp then it's more about comps than anything else and with the way you can borrow parents and inherent skills, the horses are all pretty level. even "intentionally shitty" ones like urara will always be usable because they get some niche like being good on dirt when not many horses are.

she's pretty good, you need to take her with the mindset that her dates let you combine resting+recreation into a single timeslot that also gives some minor stat points. At 0LB she won't give as much energy as a normal rest, but it's at least more than a poor rest and it has those extra benefits baked in with 0% chance of failures like giving Night Owl.

As far as a "friend" she's pretty good as a wildcard, nothing wrong with reducing the energy cost and fail rate of events. It's not as useful as a rainbow but she works on everything but Wit and iirc she works even before her bar is filled so it's great for turn economy at the start of a run. She's very good at reducing how often you say "fuck there's a 4/5 stack of friends on 1 skill but it's 40% fail rate, do I risk it?" and then fuck your run when you fail.
