A bond story is super short compared to everything else and often involves way less characters, often SKK (unvoiced) and the nikke. They only need to record a bit and can do it in the same session as the skin voice lines.
As for the "semi-animated" part it's just a CG with Live2D applied and they already make several of those for events/lobbies/etc.
The ring is only adding a toggleable part of the L2D model (e.g. Modernia's mask) and it's relatively trivial to put in. For example in AL every skin shows the ring and some animation with it if you married the bote, and some get a free wedding skin too.
The issue with SU is that they nickel and dime you as much as they can for everything they add after launch (see for example the new expiring tickets from the rerun, that fuck over new players too.)

here's an example; 2nd anniversary character was just released which has a wedding skin and even more in depth scene but it's not on youtube like the sex elf. They gave pic related to everyone for free as a max limit break welfare with the skin and interactive scene being where all the monetization is, it was so successful they're now doing 2 characters every major patch with 1 being free since skins are where they make their money
I wish nikke would put in the effort to make gacha skins more than just a homescreen lobby .png but as long as people keep buying them even when low effort I guess Shift Up is incentivized to continue puttin in bare minimum effort

They may do a terrible job because they're not very good actors or don't have a good voice, but having to work with nothing and no direction (or sometimes worse, bad direction) just makes the end delivery even worse than it had to be.
