I think this is a good display of legacy support not being enough for old decks to catch up. You can give an old GX era cards that are a double ROTA bandaid thay can do multiple stuff, but if the rest of the deck are still practically vanillas with a single effect that need 2-3 card combos to go off, it won't be able to catch up with modern deck where every card they have is a Swiss army knife with 3-4 effects
