Yeah, that's a build that comes from China I'm pretty sure. It uses a ton of the Azamina traps that nobody ever uses alongside shit like 3x Sinful Spoils Struggle, multiple Hallowed Azamina, etc. There was a video on Billibilli that functions as a guide on it with a bunch of high level replays showing off what it can do, but I don't know how to find that since I didn't save it.

The points isn't about game balance, it's that once something gets his in the TCG it almost never gets unhit unless they're selling new support (plushfire, dragon rulers, etc)

And Electrumite's case is completely unique, its not banned for any game balance reason it's banned because the guy in charge of TCG personally doesn't like the card. So these cards are likely never coming back until he retires at the earliest.

Nah, it's fine to play. It needs one more good draw to not feel a bit bricky, and Mimighoul Maker's RNG aspect is annoying but that's about it. It doesn't apply to all cards but I think for that card in particular it's a little awkward.

So it doesn't specify where the materials have to come from so the assumption is cards you control on the field.
Sometimes you get cards like Timaeus that states that the materials of fusion monsters can come from other zones. So you play that card that allows you to use material from outside the usual zone and you pay the material cost.
But in the case of Chimeratech Megafleet, it's ability to use material from your opponent's field is don't "pre-stated" so to speak. Worse still, it is detailed within a 'condition' or restriction as you mentioned.

To which I just need to show you Super Polymerization.
All fusions are inherently capable of using monsters from either field as materials if you use the right summon procedure, and unless explicitly mentioned otherwise.
In Super Poly case, the summon procedure said you can use monsters on either field, so you can use monsters on either field.
In Chimeratech Fortress case, you're using its own summon procedure that is listed on the second line of text saying you can use monsters on either field, so you can use monsters on either field.

They can of course specify it and said "monsters from either side of the field", because you can only summon Chimeratech using its own summon procedure unlike Alba-Lenatus, but I imagine they want to keep it open enough so future cards that interact directly with the materials listed on fusion monster like Over Future Fusion still works.
Because monster in your deck is not monster on either side of the field after all.

The only decks that can really exploit shifter on that list are stun, floowandereeze and exosissies. Exosissies were weak back then and still were after their support. Shifter's effects take two turns so a deck like Branded would be potentially skipping its own turn if it ran the card. Unlimited Tear is still the strongest deck so it's not a great comparison. A better one would be Spyrals since unlike tear that deck didn't necessarily turn the game on its head. Malpiss is just postmodern nu-gi-oh design introduced with Tear and Snake Eyes without the deck it was supposed to be competing with present in game and with other decks being neutered. It'd probably be tier 0 if Lancea wasn't so easy to slot into most decks.
