Persona mainline fans recognize it as a watered down worse experience and would rather play the real games, so there's very few defenders going "this is my favorite thing right now".
It's also stingy as hell, global actually has less rewards and worse treatment than the JP servers did which gets them reviewbombed.
it's also not classy at all. it has the wonderful music and visual style of persona, but it puts it over egregious advertising and shit. Uma Musume is a gacha to the core and wants your money, but it never forces pop-ups that go "LOOK YOU GET THIS FOR CASH ONLY!!!!", while persona gacha feels slimy and tries to shame f2p into spending with bullshit stuff. It's persona so of course every player wants Joker, the protagonist from Persona 5, and they locked him behind a limited banner so you can't get him if you don't luck into it. It's also interesting from a biological point of view when it was revealed postmortem that he was literally built from the other horses with how huge his heart compared to the average racehorse.

If you run Sweep Tosho and Kitasan Black together, you will get double rainbows off of them often because both will be on Speed often.
Her other passives are good, arguably on par with Kitasan Black. She boosts Mood effect even more strongly than Kitasan Black MLB does (40% over 30%), she boosts Friendship training more than Kitasan Black does (30% over 25%). She has some decent training boosters too, 10% total training effectiveness (Kitasan Black gets 15%), and while Kitasan Black gives +1 Power any time you train with them and gain power, Sweep Tosho gives +1 skill point on any training at all.
Her events are good too. Her main chain is only 2 long, and the good options give free speed and skill points on top of skill hints for okish skills to dump extra points on at the end of a run. Her 2 non-chain random events are both fantastic, 1 restores 10 energy and gives 5 speed, the other gives Charming status so you reach Rainbow skill training much sooner if it triggers early.
Her support hints have some pretty universally decent skills. She has 3 debuffs, which is very valuable in PvP, you want debuffs on your non-Ace runners a lot of the time.

The only potential mistake you could make is rerolling an account post-launch, as you're deleting a lot of free rolls you had to do so. Your account's total value is more important than any 1 card.
