They show up in the Velvet Room.

What you need is persona seals which represent the personas involved in the fusion.
Ex: to fuse Genbu you need a Bicorn and Silky Seal.

To get these seals you either have to use Repression Medals to buy them at the Velvet Shop, or you have to find that persona in Mementos, a palace or w/e and kill them to have a random chance to recruit them/get their medal.

Depending when you down Yamata in the turn order for the final bar, it may immediately take its Charge turn, giving your as few as your 4 party members' turns to kill it, or it seems to do Almighty damage that ignores shield equal to 100% of your party's Max HP. Instant wipe regardless of buffs, shields, etc.
Worse is that the origami dog add is pretty tanky on HP, so the "intended" strategy of killing dog to get Ame no Murakamo to kill Yamata no Orochi is often slower than desperately trying to kill Yamata instead.
And then like you said it shits out 4 more relatively beefy adds just because.
It really has like 5x as much total HP to chew through as any of the other bosses.
