Rio is an extreme value support if you want to do high difficulties in raids.
Neru is a solid single target DPS, but she's the least desired out of the three. Doubly so if you happen to spook Mika.

When it comes to priority list. S.Hanako annihilates, destroys and rapes purple content (blue content to a certain degree too). Rio is a support who'll see use in several raids with bosses with different armor colors. Neru is good to have but it's recommended to build your supports first and foremost and at worst just borrow the dps.

I was meaning in some other gachas if you get unluckily "lucky" and get the character close to pity then it's reset on the character pull.
With BA what you pull and your "pity" are decoupled, if you get unlucky enough to go to 190 pulls but lucky enough to pull the character, you can still spend 10 and spark either a dupe or a completely different character.
That's not a luxury some games provide, but it does wonders for my mental wellbeing.
