The other spells have a -100 surety modifier. Twof can actually hit with surety. I was getting it when I she had 8 surety so I doubt there's any negative modfier. It's not immune to the surety resistance though so if you're going to build it, you want to go in heavy with it.

Just looked up the effects of +10 Luck on Counterattack and Follow Up and it's a 25%+ activation chance, except it's like going from 10% to 12% in nominal terms. I beat it at level 50 on my second or third try. Only had 2 or 3 deaths, too, and I'm pretty sure they were all from her hitting my low evasion backline.
My plan was to wait for a res buff from the harken, equip 3 res heavy pieces of equipment to important party members (priest, MC, mage) and take weapons off the frontline except MC. Then I just smacked the boss with MC, used spells/debuffs with the mage, and healed/buffed with the priest.
My MC was also very slow so if he got charmed, any other party member that resisted the charm could scroll of sedation him.

Of note, the boss fight lasted a while and I ran out of sp and mp, so I had to tickle her to death over the last few turns. The whole thing would have been much easier with Iarumas or Arboris fucking her up every turn while being fueled by mp/sp pots, but they hadn't been added to the game yet.

Both my winning attempts against the doll and gaymblers were with ungabungaing. Tries with "planning", stacking resistance and such failed miserably.

I've tried circlets, resistance gear and pre-buffing with latumofis and it didn't save me from full party charms. I've run zero resistance gear and had nobody get charmed during a waltz. Resistance is a meme.

The main thing is to pray that she doesn't use her waltz move so often and also that it doesn't land. You also need to pray she doesn't surety your ghul ass and kill you. Outside of that, give everyone some items to cure charm/confusion a few times and keep baltigref up as much as possible. Your frontline should focus out on shitting out as much damage as quickly as possible (HA3 > FPS as FPS is easily interrupted) and your backline should be debuffing, healing MC, cleansing or shitting out divine punishment scrolls.
Letting your teammates die to revive them is a decent tactic as it cleanses any charm/confusion applied.

Been thinking about this while leveling her myself, some ideas I've had:
-ATK UP is obvious - Gaston and Human-Fig
-Decisive Torso Strike is the only easy Sam skill to boost right now thanks to Bugen (hopefully we will get a way to easily level Bamboo Splitter), better to save Gandolfos for actual Fighters
-Maybe HP+ inherits; on one hand it might make getting to the 30% threshold for her skill harder to reach off random weak hits, but I also think it will make her more likely to survive a high damage attack in cases where you don't happen to have her endure skill up.
-Speed+ from Human-Nin is small but I think every little bit of action speed helps, especially for the Ephemeral Stance attack. You could also add Initiative from Amelia.
-Warrior's Battle Cry from Chloe seems like it would be a way to go all in on offense with Cresting Wave Stance
-Will to Fight from Olive would boost any Ephemeral Stance attempts
-Some priest buffs/status cures would leverage the decent MP pool you get - MACALDIA, MAKALTU, LATUMOFIS, etc.
-Maybe Attract Hit (Eckart) for a cheaper way to set up Quickdraw stance?
