You can gain things to go over the cap but you will not regen energy if above it. Every day you should be using your energy, if you run out of time to do anything because waging then sweep it on something you've 3*'d.
Same deal with the cafe - don't let that cap out.
There are specific scenarios before events where it's sometimes sweaty minmaxing to let yourself go over, but don't worry about that shit until you know what you're doing. Better to avoid capping.

I'd save your flowers though - if you're new enough to be asking this stuff then you probably don't need to be dumping flowers around. Affection is capped at 20 pre-5* and it's very easy to hit and then be bottlenecked via headpats and lessons. Save your gifts for 5*s, and even then flowers are universally loved, so you might be kicking yourself if you use them early and find someone else more worthy later.
