The purpose of a ranked mode should be to seperate the casuals and the sweats. 4 man sweat squads aren't interested in playing without their ridiculous perks and broken items. They'll stay in casual queue. Low tier killers and blight mains will avoid it for the same reason. That means the few people who do play it will suffer through insane queue times while the casual mode is the same shit as usual.
You want a ranked mode? You have to give the discord diaper squads all their broken items. You can't restrict certain killers to certain perks. You have to let them be as vile to each other as possible or they won't want to play it.
It would be easier to create a casual mode. Casuals dont mind going without their perks as long as the mode is fun. You could even, randomize the perks or add a second killer with more survivors. Casuals might love playing something like that.

I don't think so. Ranked is played the exact same as casual, so players eventually find theirs, then maybe scurry off to become better or fall off. It's no secret, that most games have bad ranked modes. This is because ranked always makes you think of high stakes. But it simply is partially visible MMR.

It's a unique effect, it was made to punish people for taking certain hits, or save people by not getting downed.
The reason is balancing. A fast mend would mean you can DH and shitdick in one chase, if the killer chooses to break a pallet or two.
Now within those chases, I'd've already left if you're in DW, since it usually means I'm either Legion or tunneling.

Bloody fingernails every single game they should make it basekit and remove the addon. Mother's comb is good information. Survivors have to deliver to the furthest tv from the one they first took a tape from. It is better for you to turn off your tvs than survivors to. The cooldown is shorter. Every teleport you are getting information on what survivors are near tvs and building condemn. Some tvs are near gens in inconvenient places to be turned off. Think bottom story saloon while they're working up top. Always take advantage of people greeding gens near these. Get used to the timing of your hands going invisible on demanifest. That is your chase power. You turn every pallet into a sequence of 50/50s that the survivors have to win or get hit. Also you are not stunned while demanifested. Doing a demanifest or manifest animation in front of a pallet can fool the survivor into thinking you are breaking it, you can use this to get them out of position. Also try pairing that with the demanifestation invisibility.

She requires decent map knowledge. I actually like enduring brutal on her even though you can technically ignore the stun if you time your phasing right if you can eat strong pallets early game it'll benefit you a lot later. I think a basic one would be like brutal, eruption, call of brine then you can take either another chase perk, kick gens perk or an endgame perk like no way out or blood warden. Going full spirit fury build is fun but not that strong. COB is enough info to have a good idea where at least 1 person is.

I'd play around with the addons. I actually like Reiko's Watch a lot even though people don't use it that much. I usually use that and Ring Drawing, Well Water or Cabin Sign. Bloody Fingernails is her most "stable" addon but it's a bit boring and survivors can still prerun you. Like I said you should experiment with the addons since she's one of the few killers where the addons actually change up her gameplay quite a bit.

Out of the killers I think only Dracula, Vecna and maybe the ghosts (or at least Sadako) would be stronger than any of the survivors assuming all their equipment is gone and magic bullshit has been removed or nerfed heavily, eg no theoretical full power Heather or Alan. Belmonts are weird because any of the Belmonts should be able to fold almost any killer even the supernatural ones barehanded.

Wesker, Pinhead, Nemesis, would turn the survivors into mincemeat with zero effort. Nurse and Spirit also win. Oni also wins given how strong he was a normal person, let alone now that he’s stronger. If you’re giving the survivors their accurate power levels though, there are a few who in turn could clobber most of the killers. The Belmonts are absolutely not operating at that level though, like it’s a pretty consistent limitation for them that they need their tools and equipment to be effective, they have decent hand to hand stuff but that’s usually not how they save the day and it isn’t their specialty.
