You’re doing extra damage with the attack because the character has a status condition. They sorta balance out Nuke and Psy damage not having their own distinct status effect like the other elements.
Psy damage get technical bonuses with mental status effects (fear, confuse, etc.) while Nuke damage gets bonuses with elemental status effects (Burn, Shock, Freeze, Windswept). The bonus for Psy is higher than the bonus for Nuke.

The speed of combat is actually slightly slower than it was in vanilla P3/P4 and really what they do is try to mask that with P5-ish menu effects and that Atelier tier overworld encounters.
