You usually don't have any servants except Nemo and Da Vinci around because Novum Chaldea does not have the magical energy for frivolities like manifested servants outside of combat scenarios.
Before the end of LB6 all the servants are very clearly tracked and you don't have any of them being casual. After LB6 you have reached enough of an equilibrium for some limited summoning, but it's still rare to have saint graphs wandering the Storm Border for more than a day (e.g. an interlude's worth) before they have to go back to standby.

The quartz flows all on its own. Your only job is to not crave servants. And I don't. My love is finite and particular. The last servant I loved is Kashin Koji. I allocated 900 SQ for Castoria for gameplay purposes. The next servant I love is Metatron. There is no pressure upon me to spend even a single quartz from now until then.
