Really, just invest as needed though. If you see a clear and can't (or can't be bothered to) find an alternative with what you have, crank them up.
Limited students are just as unlikely to get ligma any other way so investing in those is fine. Spooks ARE a meme though, I've got ligma invested in Ako and Himari (though they are becoming less relevant these days). Waiting for them to get there on their own is a pipe dream and they saw enough use to justify it.

You can still afford to invest in some students you like though - my Makoyo is maxed, Satsuki is maxed, Ibuki got some help after the last re-run since it'll probably be archived next time and I still had enough to waste on bricks like sMoe and Kasumi up to at least UE30-40, and that's just the students I invested in because I like them - let alone stuff like sShiroko or fes students.

Not advising you tank it on dickpulls, but it'll never be wrong to invest in your favorites unless you're very prone to flip-flopping, and think about how likely spooks REALLY are if it's a meta staple, even if they're supports. Ako's healing used to actually matter on some clears etc.

Rio duplicates an EX with -1 to its base cost, but it's basically just another "window" to using the skill, so using the skill still consumes the halved cost.

At risk of sounding mean, just throwing meta units at it aint always the solution.
Pretty sure you could just Serina a Tsubaki to the backline long before lvl 90 and have a comfortable time.
