Stat refresh was needed, but the Tiered armor is holding it back. Weapons/Super are centralizing, but not overly so since it's impossible to get 200 in two things without Font mods.
Equipment Tiers are a good idea, but the investment time is fucked. As an experiment, I went into the portal and tried to grind as if I was a player that did not know meta grind strategies, and just did what Bungie told me to do: I clicked activities with bonus drops and started cranking my challenge rating the highest it could go. After about 4 hours of doing this in the various playlists, I did not even qualify for Advanced difficulty, as I was only about Power Level 50 (you need 90), and I still haven't seen a T2 drop. Dads playing 3~5 hours a week will never get anywhere in this system. As a rough estimate, doing it like this would take you about 20 hours just to get to Advanced, where you can start getting T2 drops. As a reminder, most players need to hit T3 to even start potentially seeing upgrades to their armor, and most long-term players are going to need T4/T5 to see actual upgrades consistently.
I've fucked around with some of the T1 drops I've gotten, but I'm almost exclusively using untiered gear because it's just better for the forseeable future. The only exception are the class items, which ARE typically an upgrade over your artifice legendary class items, once you find one in the right archetype. Vault Bloat is about to get crazy, though. Now you need a cape in every set with every archetype on top of all of your exotic class items.

tl;dr: It sucks but it's like 40% growing pains and 60% Bungie fucking up the time investment.

Why do we need more than two tiers anyway? Adept/artifice and normal was fine. Feels like the new system only benefits Bungie and their player retention numbers since it requires such an insane grind every 6 months. I didn't even do my guardian rank when it reset, why do they think I'll want to do 200+ levels?

Desert Perpetual damage checks are so monstrous because Bungie actually did have a QA team play it on contest - they hired the guys who did Salvation's Edge WF to test Desert Perpetual contest, and those guys argued for loadout swapping and big damage checks. Bungie's weapon ban list was based on what they used to clear the raid (they used grand overture and choir).

Can't Bungie just use some of the eververse money to pay a QA team again? Just put some D1 armor out and you could probably pay for one guy's annual salary in a few minutes, but hopefully they're not that creatively bankrupt. QA is important.

It depends on the time frame. Bungie was bought to help realize Ryan's live service push, not bolster it. And that takes a long time. The stuff that has failed was in development well before Bungie was acquired, and therefore was probably after anything Bungie could consult on would move the needle. Whether Bungie has the expertise that Ryan thought they did is another matter (I submit they dont). And remember that CEOs respond to what the board wants them to do or they are fired/quit (which is why they have golden parachutes). And the board is going to respond to what the powerful investors want them to do, since thats who put them in the job in the first place. So of it the money men think live service is the future, a few failures along the way are not as much of a big deal. Sony did not buy Bungie to save Destiny or make it better. If they think it would be a better to EOS Destiny and apply those resources to other things, they will not hesitate to do so.
