I typed, in japanese, "modern sagat", "grand tiger shot", "sf6 sagat", and even "overseas sagat' in to the twitter search, google, and in youtube and I found nothing more than I did last time.
The vibe about Sagat in Japan is consistently analytical and excitement for his return. Just a bunch of positive discussions and breakdown about his new moves and playstyle. There is even a Japanese videos on youtube trying to predict Sagat's aptitude in Modern with ppl in the comments hoping he is strong in the control scheme.

So the learning part has to be hidden as much as possible. Capcom removes the "finger twisting boomer bullshit" and gives them, arguably, an even more finger twisty scheme. But it's fine, cause the move list has less stuff in it, so it has to be simpler.
It clearly worked, but I think there could have been more done to help with that initial learning curve. Like telling people they don't have to do the full 360, that there are shorcuts for certain motions. WT also features a motion input minigame, etc.
