Sally was contained to an alternate universe where Sonic has a different personality. She wasn't "Damaging" the public image of Sonic nor was she causing the "Real" Sonic to behave out of character. Her Sonic is based on the character from Satam. Elise is associated with the "real" Sonic and there was very real backlash towards that pairing.

Reading Sonic and Sally's saga is satisfying from issue 1 to 125 and then after that it takes a horrible nosedive.
