Explosive damage is worthless against heavier armor, it has massive resistances to explosive. So the result is roughly 1000 damage, which is why the Epoch can't one-tap a lot of enemies in the head. To be honest, explosive damage in this game is worthless in general unless it's in the 2000+ range.

This is a fundamental misunderstanding of the problem. You can hit the damage cap reliably without dying, it's still putting you under unnecessary risk for zero gain over its competitors that don't have the same drawback, and with more projectile damage.

The Railgun doesn't even have this problem since you rarely need to max charge it. The Epoch just takes up too much space in my brain for what it gives in return.

The Epoch, a plasma based and highly explosive support weapon with heavy penetrating properties and enough explosive force to gib yourself and send swathes of chaff flying and, again, able to BTFO factory striders, chargers, bile titans etc does NOT have enough demolition damage (aka the ability to pierce and blow up) to destroy fences, thin sheets of metal or collapse bug holes.

Plasma weapons work by dispersing heat. You send a STREAM of plasma to one location, it discharges heat quickly and destroys the things it touches due to a CONSTANT STREAM. Its pretty consistent in that it'll pierce heavy armor but it deals less DPS than the machine gun sentry, so it's never "useless" like the gatling pinging rounds off a charger or wasting its ammo on chaff like the autocannon.
The biggest difference is the scaling flame effect so it can support you killing big enemies so long as you're able to keep chaff off it, if for some reason you're using a loadout that can't 1-shot a big enemy.
Bit of a weird one in that it's "ok" at everything, but doesn't excel like the MG with chaff, or the autocannon with big enemies.

Yes that is a very good question. The Epoch is just 23 damage short of being able to one-shot hulk eyes with an uncharged shot too. The Epoch does sit in a very awkward position where its just simply not very efficient against any threat profile you would reasonable engage with it compared to weapons that are meant for those threat profiles. AP4 support weapons are much better when it comes to killing heavies via their weakspots while being more efficient at dealing with smaller enemies and not being so detrimental to the players survival, and heavy AT is better at dealing with heavies in general without needing to hunt for weakspots.

The Epoch really has no reason to exist in its current implementation. If you doubled the magazine size, got rid of the charge mechanic entirely and just sliiightly bumped up the damage it would be in a good place in the ranks of the AP4 support weapons as an oversized plasma punisher, I think.

No, they're not flat out immune to DoTs. They are, however, seemingly intermittently immune to DoTs. Any time I encountered pouncers that were part of a bug breach the first wave would be affected by DoTs just fine, but as more and more bugs spawned they started becoming immune to DoTs. They could have given leviathans an orbital scrambler of sorts to give a lore reason for us being unable to hit them with anything, and enough AA capable fluff weapons that eagle(s) can't get close to it. Instead, they give us an altered laser cannon that serves as manual targeting for whatever we have that's large enough to drop a leviathan. Have the Destroyer soften up the leviathan with an orbital laser and then finish it off with a railcannon shot. Pure fluff, no real "outplay" on the helldiver end but I think that'd be a cool spectacle.
