The main way it works is that the raven relays your powers
By default it relays only some powers, like Sensory Deprivation. After using a heroic ability called Overcharge, you can relay all offensive powers and turn Scream into an AoE effect.
Officers do well using the skull to make officer powers into AoE effects, and the skull can also be used as a tank to draw aggro, or as an AoE healer.
