It's because of how poorly the club ranking system rewards are implemented
You cannot claim any rewards for that month unless you've been in a club for at least 14 days
If you enforce a monthly quota, sure some people can wait until the last week to farm all their fans but you are also risking that they remain doing jackshit.
You can kick them but it will be extremely hard to recruit anyone outside of new accounts because no one will want to join a club on the last week and get no rewards except new accounts that weren't already in a club.
Still though I think a daily or weekly quota is a bit much. I'd probably enforce a mid-month quota at most - if someone is being lazy then they're cut off at the mid-month so both your club and the kicked have time to fill and still get monthly rewards.
