Genetic Limits is designed to be an anti DH, anti Lithe, anti Smash Hit perk. It does the first one well, the other two mediocrely. Lithe is only for window/pallet hits and smash hit is rarely run anyway.
Languid Touch is all of the above and everything except sprint burst. This is done because BHVR does not play their own game and does not read their own perk descriptions.

The highest value gained from Shoulder is to remove a hook state from a tunneled survivor. But it works only when unhooking a safe way from the killer, as it exposes the unhooker for a bit, a short bit with vigil. Try to either stay close enough to hit the unhooker, or waste no time and already be in chase with a diffrerent survivor.
IF one were to spread hooks, it has little value, but being opportunistic and keeping hook states in mind, you can tunnel out the StB survivor easier.

this is because he'll be playing a 3-perk game, so that's only 1 perk you don't know of, since 1 is always exhaustion and the other has to be expected Vigil, to reduce both exhaust and exposed.
If you know a survivor is running Finesse, Fiated, SB and Vigil. You'll drop chases a lot faster. If you were to know a survivor has Deja Vu, Hyperfocus, Built to Last and Streetwise. You'd probably not want him to stay on gens for an extended period of time.

I refuse to believe there is any sort of real matchmaking past the new player pool, I have like 20% escape rate and keep playing against the same p100 5-10k hour p100 killers when I have around 250 hours on survivor

Not really, Huntress, PHead, Unknown and Springtrap don't have issues downing people with either 2 ranged hits or Range-M1
If you want to get good value from your basekit, you could Ranged hit the unhooked and M1 the StB. Otherwise you could use your range for map pressure, which in general is a strong strategy, similar to tunneling.

This is the build i like to use, its focused around genkicking and helps deal with pallets. Anything works on sadako as long as its not focused on hooking, Sadako rarely hooks survivors and usually does so when she has someone down and wants to lock his stacks
For tips
When demanifesting you cannot get stunned by pallets so feel free to disrespect them, that way you can instantly kick it down (brutal helps) and put the survivor in a bad situation, use that fact
Sadako loses no speed when she demanifests (goes in ghost mode), so you can do it mid chase to avoid a pallet, do note that when manifesting (going out of ghost mode) you move at 4m/s so you wont gain distance, usually demanifest when you have a sure hit
After you go out of a tv you get a speedboost, you already know that, you can demanifest mid chase and teleport to a tv close to that survivor to jumpscare and easily catch him
Try to spam TV's as much as you can, you turning them off is only like 40 sec but survivors turning them off is 75 sec, also by spamming tv's you quickly build up stacks for them, when someone goes full stacks and you see them through walls, remember they will try hard to lose them, so try to down them and kill them or bait them in some way. but dont get too focused, its not always worth it
Also a note, when you are in ghost mode you have zero colision so bodyblocking wont work, you can use that to hit survivors and eliminate them

Each character has 3 perks. Leveling them up unlocks them for all other characters. You can have four perks equipped at once. Licensed characters must be bought with real money, but you can grind to unlock original characters. Haunted will not necessarily proc at a good time and might encourage you to take chases that are not great just to get value out of it. It doesn't really offer much slowdown. Retribution is just ass. You're not going to get insane value out of aura reading ever, you can't hit through walls or anything. Your power already will give you a lot of information on survivor whereabouts. Plaything should be a free common perk but called something else now. I'd just put on that or undying until you can get something better.

It's much better to hook on her than it is to slug. You absolutely do hook as her, hooking is good pressure. Locks in condemn. Puts two survivors in a predictable location and gives you a notification when they're there, great if they're by a tv, even better if you put them by a tv that the unhooker might not immediately turn off due to its placement. You do also sacrifice and don't 100% focus on just condemn kills. Condemn kills are a result of too much pressure being built up for them to properly deal with their condemn, not always you forcing it. If nothing else, a survivor with a hook or two is more cautious, more slow, less efficient, and this build punishes inefficiency hard.

The gen kick one idk. If it works for you it works. I feel like kicking gens often means you're not pressuring the survivor that's going to come back and finish it. Do you have enough faith in yourself to kick a almost done gen and down someone before it's finished for eruption? Do you think it's better to kick a low progress gen than to keep your distance on the survivor you chased off of it? Are you going to drop chases to interrupt the people COB notified you of? Realistically, you can only pressure one person off of gens at a time until they have someone on hook or someone's dealing with condemn, I wouldn't put all my cards into a build that relies on me babysitting gens, I think it just encourages you to play inefficiently.

i think the meta would be mobility killers who can retreat to heal easily, with some kind of new limitation on their powers to prevent endless stalling

That just depends on what you make the objective, if its for the killers to actually kill one another, sure, but I feel like it would be interesting to keep survivors in there in some way or another, hell, even in the BR mode (hate that idea), You could have it so killers come in with either a duo or a solo surv to help them out like a squire.

I mean, the idea would be for everyone who's queing for the 5v5 mode would nescessarilly be okay with the posibility to play killer and/or survivor; you could also make it so the way you turn from Surv into your teams killer is interacting with some object on the map, but only one player per team can be a killer at any given point; I could see the lobby asking you to set a survivor loadout and a killer loadout before You queue up.
