The reviewer has no concept of EV and simply guesses some sort of "confidence" metric on how interested Mortal was in that choice compared to the other options.
There is no EV calculation. Describing it as how "sure" Mortal is of the choice is still kind of wrong, but it's more correct than thinking of it like how much the decision hurts you. Mortal can be near 100% sure about a meaningless decision EV-wise and tank your score for it.

Please open the Mortal reviewer and look at the Q values of equivalent early discards as compared to hand-ruining choices. It obviously scales the Q values based on the impact of the decision. Q is the quality of a decision; it's not intuitive (as the documentation you don't understand notes) because it isn't a familiar mahjong quantity like points.

If you had an AI for a simpler game that can actually explore all options, then you could make a reasonable comparison between Q and EV. But Mortal doesn't and can't do that.
Instead Mortal is navigating a maze, and it's focused on finding what it thinks is the best strategy to navigate the maze without actually knowing what the answer is. It doesn't really care that much about the answers it doesn't choose, and so they are possible/likely to be in the wrong order, much less accurate to EV. That's why the dev uses language like "preference" and "likely."

By the way has anyone ever seen a situation like the dev is describing where Mortal's actual choice disagrees with the top choice on the table?
Here he says it was a failsafe, but it seems like he's implying there are non-failsafe situations where Mortal can pick a different option from the top option in the details.
