If I made a Moonie fangame, it would just be an Omori fangame that follows Moonie and Haru.
Haru returns to Faraway after her dad took her with the divorce, and she brought her best friend from the city, Moonie, with her, Haru is ready to take revenge on Sunny for forgetting about her.
She arrives literally one day after Sunny and his mom left Faraway, so her whole plan is already ruined, then you play as Haru, bossing Moonie around, talking with NPCs and making up plans to mess with Kel, Hero, Aubrey and Basil, who are still very deeply affected by the true ending of Omori, but Haru doesn't cares because she's a little gremlin and Moonie is her dumb minion, like yzma and kronk.

If I were to make a fangame or story of any sorts centering on Moonie, I'd probably just make it like Earthbound.
Like imagine the start of Earthbound, but instead of a fly from the future telling your protagonist he's the chosen one to defeat Gygas, it's a strange girl telling the protagonist her home is on the moon and you should help her get there. Then I'd need to figure out if I want it to stay a lighthearted adventure focusing on friends going on a journey together, or maybe give Moonie some 'To The Moon' style sad reason of why she wants to go to the moon. I kind of like the latter idea, but maybe it would be better to simply stay closer to copying Earthbound's homework.
And than I'd have to make an entire game with characters, NPC's, locations, mechanics, a combat system, animations, and for any amount of those things to be good I'd have to hire a team of individuals that care. So it stays as a pipe dream.
