Kind of I guess. It's great when they're being discussed in earnest, even Lost Records and Double Exposure, like in the more recent threads. The shitposting is funny though, it's just that the nature of the website attracts so much of it. Still the best place to discuss the games in spite of it however. Anons should be more willing to be genuine in their posts here but that's never going to happen most of the time, they'll say they are but always in that smug and supercilious way that's anything but. She's not bad per se, a bit bland maybe but it's more to do with her being inconsequential to the story with the exception of her steering Max out of her mini-depression in the beginning. She's funny and quirky with her stand-up and comedy, which apparently Max helped her gain the courage for (no idea if that's true), a cool tomboy and is supportive of Max but that's pretty much it. She's background noise at worst and a LiS 1/TC side character at best.

To short, she's the reasons why many of D9 characters are quickly forgotten; shes designed to be as inoffensive and positive as possible because the original creators made her as the perfect love interest first and a character second, all the expense of Chloe's character development from LiS1 and 2. But you can remove her from the story and nothing would fundamentally change, in fact some of her scenes when she visit Max could be replaced with Moses and there wouldn't be much difference.
