Honestly, I just didn't find Rover's argument at the end compelling. It's just, "it won't work," which isn't something he actually knows. Phrolova herself is literally a mesh of human and TD, and the fact she hasn't managed to revive them yet doesn't mean she won't if she keeps trying. She rightfully points out that Rover is on his own mad quest (stopping the lament) which hasn't been fruitful and which he's probably done some screwed stuff in the name if the greater good for. He also has the luxury of just erasing his grief, regrets, and sins. The only kinda good point he makes is that the Fractsidus are using her, but she's been putting up with being used and abused for a long time, and he offers no alternative to their aid. I don't know that he should've extended and offer to join the Black Shores or that she would've accepted, but it would have been more persuading then just telling her to give because he doesn't think goals can be realized.

The first thing we see during the Frog story is the TDs unable to keep their memories, shape of humans, or act like normal humans with several of them even lashing out at the end of the initial visit to the Lost Beyond. Whatever frequencies she has been keeping around are basically timestamps of when she copied them, and by merging them with TDs it will distort them and corrupt them which is directly shown that it does.

When we return to the Lost Beyond we see that they have some sort of agency now but they're still acting as if it's before the Frog even left for her major performance. Some of them understand they're trapped there and want to get out like Pier on the pier or understand their predicament, but ultimately what she's done is make a facsimile of a certain period of time that she's playing house in because she can't deal with the loss and survivor's guilt.
