Pretty much. You can buy whatever you want whenever, but getting at least something is worth it. The real game starts after lvl 80.

Yeah just keep playing until you hit 80 and finish the core story. Very few core classes are viable in end game content (not open world) but there are a few. You can do Living World Season 1 after that but keep in mind it's garbage. Either way once you hit that point the bare minimum expansions you should have is the HoT + PoF bundle. Order of value as far as expansions go:
1. HoT + PoF
2. EoD
3. Living World Seasons (4>5=3>>>>2 in that order, 4 for skyscale, might be an even more important QOL than EoD desu)
4. Power gap
5. SOTO and JW. Don't buy these, you'll have plenty of content and they're overpriced trash. You can get SOTO for the skyscale if you don't have LWS4 though.

Keep in mind you can get everything together without SOTO and JW for $100. Unfortunately you just missed a sale where it was half off, but even at $100 its still worth it I think, you'll get thousands of hours out of it if you enjoy the game.

Never gonna happen, current devs at ANET have no idea how to untangle the spaghetti code. On top of that LWS1 was re-released in its current state only a few years ago; prior to that it was only available at the time it launched and then went away forever in like 2013, so most of us had to play through the game going straight from personal story to LWS2.

It's a little weird but not that weird. It seems like a running theme for this set of specs lore-wise is that they're meant to reflect things that have happened in the game's story since launch, and with Joko gone there's no reason they couldn't bring back Paragon techniques. But at the same time, Spellbreakers developed as a separate discipline over a pretty long period of time, so it's not like they would just go away.

Ritualist is where things might get really stupid, because lore-wise a lot of their identity got carved up into Guardian and Revenant, and EoD's terrible writing made it very clear that old-school Ritualists are bad people doing bad things. It would be kind of funny if they stuck their thumb in EoD's eye and ignored that.

They just basically replaced the dungeon system with "fractal dungeons" which are shorter and more tolerable to repeat a lot, there's like 20-25 different fractals, with 4 tiers of difficulty + Challenge Mode for some of them. They're run a lot, like it's not hard at all to find groups for them.

Dungeons are dead content, for like 10+ years now there's been no new ones and barely even any bug fixes etc for the ones in the game.
They add a new fractal with each of these yearly expansions.
Raids were dead for like 5 years but they finally added a new raid with the expansion that released last year, they're restructuring the system to combine them with Strikes, which are just instanced 10-man boss fights (where Raids are/were 10-man instances with pre-events and multiple bosses in a raid wing). They had been adding strikes regularly since Icebrood Saga, now they're calling them Raid Encounters and there will be 2 more with the new expansion.
