40 to 100 special priority means that instead of being on speed 25% of the time they are on it 30% of the time, which is nice but it's not even pulling that 5% out of thin air, it's having the card spawn on other trainings less often so it shows up on Speed more often. It will still not spawn at all regularly on your turns. There are SR cards like Sweep Tosho that, yes, have lower priority, but have undeniably stronger rainbows due to their stats, which makes up for it.
