Expanded outfit customization would be really cool.
Horses and vehicles are cool ideas too. Although I'm not sure how big you need to make the world to include them without it being boring going from place to place. So I'm almost tempted to say I want classic fallout overworld traveling back.
I liked having to get rope to climb down into that one irradiated area in fo1, having adventuring stuff like that would be neat imo. I like it when I can use misc/junk items for crafting or for interactivity with the world.
Bring old uniques back.

Idk I don't need too much in terms of mechanism, I just want the story, characters, and setting to be interesting.

If I world designed Fallout 5 it would be Denver centered with the HQ of cyber dogs. Reconnecting with parts of Route 66 in the south of the map, possibly Yellowstone Jackson Hole area to the north, with plains Indian tribes to the east and mining towns to the west in the Mountains. The Black Hills would allow motorcycles and motor cycle gangs like the Great Khans. It would also embrace the Road Warrior esthetic more. It would be 50-100 years after Fallout Tactics, with a grid map to travel on with procedurally generated random encounters in addition to the scripted encounters. It could also be squad based like Fallout Tactics.

The Route 66, with its history and iconic locations, could be rebuilt somewhat. Control of that route could be moral dilemma number 1, but by placing the game date so late it would mean the nuclear reactors have mostly failed so horse back and battery powered cars and motorcycles are still in demand.

Also I would have all the Vaults either opened and lived in or looted already. I think this would make a mechanic like faction armor more important, even a disguise skill to travel. Siding with the Jackals or Viper Gangs could be a thing. I feel like someone else would have looted all the vaults with their gang, and they would need to be dealt with to open a section of Route 66. All the loot trophies would be on a wall with descriptions of what happened. Using the looted empty vaults could be a factions way of surviving, and the player would build them out if they choose that faction. So maybe the moral decision would be does the player choose to use the new vault locations for slavery, immoral testing, or a chance to get the occupants into a path heading to moral polite society.

Denver is HQ of robo dogs, possibly synth hideout. The tunnel to the west Eisenhower Tunnel is run by a faction that either charges too much, robs whatever they like. The tunnel can be taken over or blown. Route 66 is a way around the highwaymen who control Eisenhower Tunnel.

Jackson Hole introduces the elites who had bunkers that were not Vault Tec. This can even include open Enclave supporters just living life in post nuclear war Wyoming. It can include Enclave in base game or DLC. $$$ for DLC is an option now I know you are listening.

Actual railroad to move coal through Wyoming CO TX for power. There could be nuclear wastezone around Wyoming nuke silos that Indian tribes want to terraform or clean up. They have horses, horse warriors types in their factions. Black Hills have Sturgis Bike Rally biker gangs. Motorcycle factions.

Route 66 can open up Texas, Texas Rangers, cowboys, ranchers, cartels. $$$ more from DLC from this area.

Linking these with rail road, and a cyber punk rail road cannon like Hitler had to clear raider gang hideouts that get to close could be another faction like a trader faction.

Theres also the old factions like Reavers and Brotherhood holdouts that could be included. I don't know about Super Mutants at this point. Talking Deathclaws seems more probable at this point via Beastmasters.

I trust Todd Howard to let his writers gay up the rest by forcing everything through journal entries and blog posts, because that's what everyone did in the old world before the bombs dropped, was journal their fucking lives so clues can be found later on. A simple "Your pip boy downloads the information and you go through it. 2 hours have passed." message is too simple. So less journal entry story driving and more clues that can interacted via skills or speech.

try one where you find a really hardcore raider clan out in the glowing sea running an underground animal fighting scene. your mission is simple; recover the thoroughbred prize mole rat or brahmin or whatever thingy for some random wealthy raider that takes a liking to you, and maybe investigate some of the underlying drama surrounding underground animal fights. a bit more complex but could probably include the player character participating on bets in animal fights or raising and breeding one themselves. i can't remember if this series has ever had post apocalyptic underground cockfighting in any of the games.

It is given that a faction in the FO series will have a reason to their madness. All that really changes is their hustle at achieving their goals.

The player is taken in a slave caravan. They are heading through the tunnel eventually to be sold to the mines in the west. The front gate is similar to The Den and Mojave California post with cages. There are press gangs and shady mercs at this post as well waiting and recruiting. The player can side with trader factions like the slave caravan by helping around their camp like a willing slave. This takes the player westward as well as giving skill groupings, like the Doc's questionaire in NV opening. The player can refuse and must fight 2-3 opponents in the mercs fight pit. Again skill groupings and backstory. By helping a tunnel highwayman sleep with other slaves gives the opportunity to join them. An anti slaver ranger unit attacks eventually and the player may help them, eventually being freed and encouraged to join the law enforcement lawful factions.

A player only has to play through once. All encounters and factions have been in a FO game before in some way or another. It introduces fighting, faction dynamics, food. So people would be willing slaves for food. Once a faction has a handle on food it can do other things like drugs, raids, brothels, etc.

The idea behind my Fallout 5 is the player can make and customize their own faction, and play that continuously via procedurally generated instances. The main story would go through hand crafted areas. Maybe I didn't clarify that well enough so there is confusion. The base templates of these groups would be trader, nomad, urbanite, fighter, farmer, miner, scientist.

Nothing in the above list hasn't been done in a Fallout game before, so if it's stupid I think it is because I did not explain it well enough. As usual like leaving Good Springs there is a chance to reroll the character, but without the cool art from playing the packages

The Elder Scrolls II: Daggerfall had procedural generation. Fallout 1 2 and Tactics all had some procedural encounters based off Scouting and Outdoorsman. I haven't tried Starfield but Bethesda could pull off random encounters that only go 1-4 areas deep. Having buildings like skyscrapers or apartment blocks could be done even if in DLC. I've seen it work in 90's games all the time, it wouldn't be that much of a stretch to get it to work now. It would only have to be a random Fallout Tactics encounter with a few shacks and one to two levels behind that. I would have to see what they did with Starfield before I comment more on it. I've seen it in games from the 90's it cannot be that complicated.

Would it be possible for a raider faction to control a whole railroad system in a region. Presumably they'd have the knowledge and tech to create new rails and maintain the cars. Preexisting tracks from the old world either exist or not and tracks were rebuilt after the bombs dropped I guess. Either way this would give them access to various settlements and resources in the area. They could also have some sort of armored train with guns, and maybe store smaller vehicles in the train cars to deploy around the wasteland.

it's not really tinfoil at all. Also another interesting example is comparing Borderlands to Rage.
Borderlands was supposed to look like Rage but they probably figured they couldnt compete with Id graphics so they went cel-shading,
Then Rage flops because the megatextures didn't work properly anyway.
But the reason they don't work is because Rage was an early game that required a shader cache.
By default it's not set up, you have to set up a shader cache for the mega textures yourself

I could totally see both of them being in a game if the map was bigger than previous games, imagine this:
Horses are common but you need a perk to learn to ride them, and you can level up and gain new abilities with them like RDR2. They donโ€™t require fuel but they need a certain amount of time to rest and eat, however theyโ€™re fragile and have low health but you can buy horse armor to make them stronger

Cars/trucks are rarer but theyโ€™re faster than horses, and you need a perk to learn how to operate. You can customize them (color, tires, defense/offense systems), up-armor them to gain higher damage threshold, or strip them to make them faster. They use fusion cores like Power Armor and they can be used as a mobile base to sleep and store items. But if theyโ€™re destroyed then thatโ€™s it, no repairing

It's basically Sneak +, giving you the same benefits but better. It's pretty useless and disabled by default.

Damn, I was trying to write an interaction based around whether or not your radio is on but there doesn't seem to be a way to check that in scripts.

I wanted a stealth perk that would confuse robotic enemies as you passed but like I said, there doesn't seem to be to track that.
