I'll explain AGAIN, and this is assuming it's SP regen for her. If it's SP regen to her teammates I will concede it's a good module and you're right.
The module already exists, it's already a done deal, so that means that her real skill cost WILL average down to 45-50. It's not 60, no one will play with the 60 cost, it effectively doesn't exist.
Which means, there will be no situation in which you'll use her, an unreleased character, without module, since in every case the module will just be mandatory because it's a boon in every situation possible, everyone wants a faster S3 rotation on Haruka.
If that is the case, then they could have simply made the cost already 45-50 for the sake of it, and kept the module for later for something that she might need in the future.
For example, again just an example okay, but let's say that actually in gameplay people notice that 45-50 seconds it's too much and leads to a bad rotation for her, now they could give her a module to help her with that SP situation.
