Once you have your team together I'd highly recommend making a room match trainers cup with the race track and conditions that match the CM and actually seeing what happens.
Debuffs gimmick only works if they're taking horses below the threshold. If a horse suddenly loses 100 stamina when it needed all of it + maestro then it's out of the race. But people know about this, and have excess stamina, which means the debuffs ultimately do very little but act as a gatekeeping check, which is enough. But if you run into anyone with a strong winning horse while you're doing nothing but debuff they're just going to laugh off everything and win anyway
