To beat level 25 I redeemed Ryuji and used Lufel + Ann. Ann would end up healing the nose with AOE but Ryuji does so much damage that it doesn't matter. If he hasn't done any pulls yet and he's kept up with a good chunk of the game's content so far he probably has at least 160 pulls already, 200ish if he has the monthly pass. By the time Chord comes out he'll have another month's worth of jewels (which is, what, 8 or 9k per month so far?) and a whole-ass third palace is releasing alongside her. I think you're overestimating the average cost of gems per character, you probably shouldn't assume you'll have to go to 160/160 ultra hard pity or you just won't have any fun playing this game.
