Schwarz has the highest damage but needs the most investment. Pinecone can have a use for aoe and does have some roles for clears but her range is short. Ambriel is for those rare cases where you need her to hit fodder because that’s all she’s only ever going to target if some show up like next to a boss or something. The rest of the three stars you can raise in the rare case you need them for IS or the base or something.

HG has upped their quality on everything, even normal enemies are much higher quality than normal enemies back then. Even outside of the enemies they increased the quality, I mean have you seen the new events main menu start up animation?
So to sum it up. She's higher quality than normal enemies in her event because, she's a mini boss type elite, like Dorothy. Dorothy is lower quality because she's old. And even ignoring all of that her actual animations aren't impressive, it's just regular swing, it's nothing impressive.
