Tails would probably work with Rouge in scenarios where he wants a rare artifact or crystal and is willing to use less wholesome methods to get them. Also the experienced and older femme fatale x younger, more naรฏve gearhead is a fun trope to play with.

A lot of characters have moves that would just not be a good fit for a retail game. Characters like that simply require more effort to unlock (Though Sonic and Shadow are immediately playable) The energy limit should prevent cheesing to some extent though.

If a character is obscure in real life, they're obscure in the game. Characters who know each other are maintained. Sonic, Tails, Sonia, Manic, and Tania all know each other. Amy only knows Tania and has never heard of Sonia and Manic.
I just rationalize that Sonic never mentioned them because nobody ever asked. Most of them work that way. A lot of the characters are only present as optional side missions in case people would like to use them. Only a handful are actually part of the main campaign.
