Her skills are struggling against it but her counter (without any charge) is doing a whopping 24-51 vs his 7-19

A few days ago the Hong Lu VA said he's done recording most of his lines for the Hong Lu ID and the uptie story is shocking and particularly different from others before.
I don't know how much time before the ID release they get the voices but it probably means it's coming either next week or after 2 weeks.
The remaining voicelines he was missing could also be interactions on his canto stages so everything might already be ready for the trailer.

As for the reduced damage taken, that also takes into consideration the Offense Level modifier that some skills get. If you've also noticed in gameplay, you'll see that S3s tend to have a high Offense Level modifier (usually ranging from +3/+5, rarely +6 (I believe only Full Stop Heathcliff's S3-2 has this modifier, but I could be wrong)) while some other skills have a +1 or +2 modifier. Sometimes they even get minus modifiers but in exchange, they get Defense Level modifiers.
If a mob that's Level 55 but uses a skill that has a -1 or -2 OL modifier, you'd be taking less damage in practice, even less if it's a Sin that you resist coupled with your Physical resistance.
If you've got Normal or Fatal resistances instead, the damage dealt to you would probably leave you near a stagger bar or just stagger you outright, since the damage modifiers from the Physical/Sin Weakness would be taken into account, even if you have a high Defense Level.
Of course, this could also get trumped entirely if a mob has a passive that increases their damage output or just buffs them outright.

Pride resonance is also very good, for example it speeds up Nebulizer Alpha's healing, or Nebulizer Beta's poise gain, for Blade Lineage it gives everyone more buffs, Pequod gets Assist Attack and so on so forth.
