Focusing is 50/50, and you have to do that 3 times in a role, so the chance you get it off is only 12.5%. And you only have 2 tries to get it because you need 1 more turn to actually use the bomb.
The wiki isn't sure about the chance for nuke proc with normal attack, but let's use the 6.25%. That's a 26.8% chance it will happen at least once in 5 turns. Even at 3% base chance, it's 14%, still higher than charging the bomb.
From personal experience, that's also a more consistent way to get the nuke to go off.

Ikusa Megami Zero is one of my all time favourites, Verita refined the gameplay though I feel the story is not as good. Himegari is better than Kamidori in every regard but they recovered that series with Amayui. Soukai no Oujotachi was a surprisingly fun read but stay away from Soukai no Valkyria. Meishoku no Reiki is vey challenging in the bonus modes when you can not just spam daughters and infinite mana. The Kishougun games felt like weird Fire Emblem clones with some extras. Madou Koukaku was too ambitious and failed to deliver.

In short: play Ikusa Megami in chronological order, ignore Kamidori when playing the Meister games. Some other gems exist.

Shizuka needs to be level 4 to have more troops than Nagi, and probably needs to be level 5 or 6 to make up for the lower magic and no bonus on defensive battle. Beat Nos. My team wasn't very optimal either, I was using characters I like + Feliss to block healing, levels 40-43. Rance normal and Attack, Sel Recovery, Maris normal, Menad normal, Feliss magic aoe, Leila normal + dodge. I remember Nos being a fucking monster in III that I had to grind a bit to beat and even then got lucky with who he chose to attack to win because he one shots everyone except maybe Rick, so while the fight was cool it didn't really capturing how menacing Nos should be.

You basically have to play 2/3rds or something of the game before the story even begins and you stop being in the red for your shop. All while you go gather materials wannabe-atelier style to maybe not lose too much money or actually improve your characters with. Characters whose stats are hard capped by story progress as well. So you are pretty much forced to somewhat "rush" through the story before you can actually fool around with stuff. It did introduce some good new mechanics compared to the predecessor Himegari, but the game is just not enjoyable to me.
In contrast, Himegari is mechanically more simple, but well executed and I really like the story and characters. Amayui meanwhile went and just about fixed everything wrong with Kamidori; better characters, relevant story right from the beginning, no daily maintenance costs from your party or shop, actually interesting base building mechanics, no story-based stat caps on the characters. Ok, one character is technically capped by story progress, but she is the exception and you get enough characters to bench her for a while if you feel like it.

This is my current (still first run chapter 7, right before the big ending route split) base's effects. While you mostly only unlock new buildings (and build space) from story progress, the combination of some buildings having formation effects and being only able to build a set amount of any given building gives it a decent amount of depth.
Forgot to mention that there are also defensive battles where you can set trap type buildings (items) before the fight to hinder the enemy advance. And they were hard enough on this first run to make the optional "kill the boss" victory condition challenging. Only problem is that those seem to be only a set few story battles, about 3-4 early on from what it felt like. I did not have a defensive battle for a good while now.

Top to bottom, left to right: Income, Command (to field your units), foraging lv, mining lv (for materials), defense lv (for the aforementioned traps), capture limit, skill activation rate, physical/earth/ice/fire/lightning/holy/dark resist, max hp, max sp, max fs, hit chance, evade, physical attack, physical defense, magic attack, magic defense, speed, luck, move, critical.
Those effects either help with organisation (money, command, material gathering, monster capturing to fuse onto your summons) or directly increase all units' stats. Basically a supporting setup.

This is what (part of) it looks like without the info screen. Note that you do not actually fight inside this base you setup. Even the defensive battles are on preset maps which have nothing to do with this design. The biggest difference compared to Kamidori though is that it actually matters. The shop setup in Kamidori allegedly increases customers and chance of selling stuff and the like, but it does nothing if the story has not progressed far enough to make the shop successful.
