The reason is usually because of bigger underlying changes and if they don't do it on a .x patch then they never will. As an example, this patch replaced their older ImGUI implementation with another version that they've forked to work better with what they are doing. I was looking at code and they were in a situation where they started having functions like igDoSomething_StrStr because they were tied to something else. This API upgrade also includes a bunch more support for creating native UI elements like windows etc. That being said, the reason things are still down isn't only because of the API change, but because so much stuff changed that a ton of the signatures they were using for functions broke and they now need to go through and figure out what is broken and what the new signature is.

You need to realize that not everything released in software dev will instantly or obviously have some front facing features. A lot of it usually is things that work on improving reliability (so less crashes, or less nightmare in memory usage) or making things just straight up easier for the devs themselves to do anything. I mean it could but I doubt it. Working with the native UI seems pretty complicated and there are a lot of limits you can run into. For example, there's apparently a limit of 255 "Addons" (Windows, basically) so if you get anywhere near that, things get bad. My guess is converting something as intensive as Glamourer to Native UI would be a nightmare at this point. No idea on something like Death Recap but yeah. I also wouldn't expect a lot of stuff to use it quick either since it's completely foreign compared to working with something so universal (and used outside of Dalamud) as ImGui.
