On the archive files, it could be a delusion Shalem had. Phantom mentions that "the voices" (paraphrasing) led him to RI and he never intended to follow Shalem at all. It's bad, don't play it. MAYBE try the 2 games the gacha is based on if for some reason the setting interests you.
