If you start with Blue Lions, you've only really seen Felix be grouchy or obsessing over training, so the Annette C is the first time you see him being kinda sorta sweet. He will also inherit the 3H rally as the highest ranking 3H character which has historically been enough to push most characters over the line.
Another reason to think he'll do even better in CYL10 is that in CYL9 he was a total dark horse because he had come like 31st in CYL8 as a result of having heavy voter overlap with Felix. People didn't think he was a viable contender at the start of CYL9 as a result of this and didn't vote for him, now he's not just viable, he's the frontrunner.
If I had to bet I would say he probably wins.

However, there's reason to believe that pretty much all figure manufacturers are overcharging their customers these days. About ten years ago, Tharja's scale cost just barely more than 10k. Cordelia and Camilla were both at about 15k if you bought them at release. Possibly even less if you got lucky and bought them during a clearance sale. Even accounting for inflation, rising energy cost and whatnot, the price increase of scale figures in that time frame has been way out of proportion. And A LOT of figures end up in the bargain bin eventually, not just for FE but all around. So the industry sales strategy appears to be to rip off the people who actually preorder and then lowering down the price to a more reasonable amount when they notice all the FOMO whales got their product, so now they need to attract prudent customers to take care of the remaining stock. I'd be shocked if Hilda won't bin at some point too.

If I had to guess I'd say the pop up parade figures have done very well so far, likely way better than expected because FE merch usually doesn't sell.
This tracks with why we've had a series 2 of them, and also why random 3H students are now getting "upgraded" into statues, and also why they announced they're doing a re-release (literally a second printing run, they're opened pre-orders for her again) of the Edelgard figma statue. It's clearly making bank based on all of this.
Calling it now, around January of next year when they do the CYL results FEH channel they will announce series 3 of the Pop-up Parade with characters like Marianne, Ingrid, Ashe and Yuri. Also probably another statue, maybe Claude but more likely somebody like Lysithea or Bernadetta.
It reads to me like they're desperately playing catch-up after not planning any merch for 3H when it first came out. It tracks with the dev statements about them expecting 3H to be a niche entry and Engage to be the new Awakening. Clearly there is a large market for this merch and they're kicking themselves for not capitalising on it way sooner.
