Herta was an easy full clear in all modes for 8 months and is still an easy 40k in pf with a largely f2p team. Her ease of use and free clears for almost a year made her a good investment. They set themselves up for failure by making all the heirs 5 stars. There are too many characters to roll for in 3.0 so some banners are gonna flop. The minority of the player base looks at leaks and sims to try to guess who’s worth it, but then get rug pulled with a better option 2 patches later. This leads to casuals and dedicated players holding for the most shilled units (Castorice, Phainon, Cyrene) and getting them for free through normal gems.
Hoyo needs to either make 5 stars sidegrades of each other for their niche or go harder on 4 star units so people are more likely to roll on multiple banners (and maybe swipe) va hoarding for 1 or 2 and never spending. Maybe Ceydra is part of a design shift toward this thinking but it’s likely just to push Cyrene even more.
They should look at fgo to some extent. The meta defining characters are rarer which makes impulse pulling on characters you like stronger.

Anaxa is literally unplayable without atk buffs. They robbed him of his CD selfbuff because they want you to roll Tribbie's S1 to get him to his baseline again, it's a complete whale team where the priority is E2S1 Herta > E1 Tribbie > E0S1 Anaxa.
His numbers are low in Herta teams because he's been designed to be bricked there to keep his damage low but as a result he's doing better in his own hypercarry.
Synergy would imply that he's getting some kind of benefits in that team.

Objectively, it's not that their passives fail at synergy. Trading 60% Crit Dmg on Anaxa for 50% Dmg on all 4 party members and 80% Crit Dmg on 3 others is hardly a bad trade.

Like the only boss where you'd run both and be happy with it is the banana mechs. They're 5 targets for her, they're persistently living targets for him.

Hysilens E0 has an issue where you need 8 DOTs applied on an enemy in order to max out her multiplier damage. Usually it requires a setup like this:
