In 90% of situations yes you're right. There are some special snowflake characters that want their damage types shuffled around a bit in different ways though.
Cartethyia for instance is an hp scaler. 3-cost echoes always have atk as a secondary stat, which does nothing for her. So instead you can run three 1costs since they can all have hp% as a mainstat.
