Haru isn't particularly strong which is a terrible showing for the rate-up launch character, they've all managed to be busted for a little bit, even in powercreep infested hellholes like HSR, Seele managed to be relevant for a good while. Up to you, Haru isn't much better than most of the other DPS options and the only reason you'd need her right now is your Beryl isn't killing things quick enough. If she makes your dick hard then feel free but she's not really meta, just solid like everyone else. But bear in mind that the launch characters typically lose value quite quickly unless a future character has good synergy with them.

Rin wants cyclers that have a lot of buffs and don't really attack, Veronica is the exception because Ballista triggers don't interrupt Rin's stance.
Cassius works too but requires a bit more specialization. Rei can be used if you don't have Nia. The important thing is to let Rin do the attacking.

Rin needs potential node 3 unlock for more stances and then she needs epiphanies ASAP. Once that’s out of her way her deck becomes a combo deck because of cards like this. But her cards also have either low cost or reduce the others costs at stance so she isn’t AP hungry.
That said you still need to either have stance on (that breaks if someone else attacks) or a card that will use the stance. Cassius solves that via draw power and search. I cleared Basin 9 under the turn limit with Cassius, Rei and Rin
