What you're seeing is the result of many useless and intrusive rewrites made by Nasu which pretty much butchered the pacing and plot of part 2. First Galahad was supposed to appear in LB6, then was pushed to LB7, and then came Ordeal Stall, which pushed Galahad further AFTER the end of OC, when we arrived at Antarctica. But since Nasu thought that Lilith alone wouldn't be a suitably impactful final boss for the arc, he put Galahad at the tail end of OC4 to "tie it in to the main story". Except that Galahad appeared for 5 minutes, left just as quickly, and Nasu didn't let him reveal anything anyways due to the fragmentary nature of this story. Essentially, none of part 2 was truly executed with a solid plan in mind, it's all done by winging it.

For instance, despite Galahad having good dynamics with Lilith and the partnership having potential for a story, it was never developed likely because Galahad was never intended to appear in OC4 or be her Master. It was created on the fly so they could have a more impactful final boss from a "plot" perspective. So on, so forth. It's no different from when Nasu decided to completely butcher the Holmes subplot with the LB7 rewrite. There are countless like examples, and Mashu's character arc is the biggest of them all. One day someone should make a study on just how destroyed and tortured the plot elements of part 2 have been.
