Release a job that is all about DoT management and its burst is actually doing big damage the more DoTs are on a target, it has no spammable GCD but instead they have one short 8 second DoT that is the major part of its overall DPS and is the one that builds their meter

The issue is that rotations are binge-and-purge, changing the rotation timers doesn't solve the problem it just means you have variable binge times.
