That's unique to commanders actually. They get indoctrinated to not care for Nikkes and treat them like tools. A lot of Ark citizens probably share that sentiment broadly speaking, but that doesn't stop them from viewing specific Nikkes as more human and that especially applies if they don't even know they're Nikkes because it's being kept secret.

What team are you testing with? I've seen sky show numbers with Crown + MMast showing ch spd to be better than ammo, but if you're using a comp with 100% reload speed you'll obviously get skewed results. It makes more sense to use her with Nayuta + MMast since that's most likely the comp we're actually using for UR or maybe even drop MMast for something else just to see how much the reload speed is necessary when you have low ammo. I think 2 ammo and 2 ch spd is the way to go. Run her with Bastion + Siren and she should have nearly infinite ammo.
