You can basically ignore it's downside with all the other skill ups you have and in exchange you get a huge constant DPS boost.

Reminder Psyche only goes resolve super saiyan for 30 seconds after using her ultimate and then there's a 2 min cooldown before you have to ultimate again to reactivate her resolve bonuses. So for 2 mins unless you're actually dying resolve isn't doing much.

I don't think anyone will. I'm going to constantly hound them about letting you pick what region you want being able to coop with other regions. Though knowing how much of a pain in the ass it is to code networking, I feel like they may never do this as it's probably a big pain in the ass to do.
And then each server updates at different times so I'm sure there's the potential issues of mismatched versions playing together. Could just make all games update at the same time, and some region is going to have to get the short end of the stick as it'll update during the midnight or so on.

Pretty much. As it stands, weapons are entirely useless in combat, with just a few holding value as statsticks (Wanewraith and Excresduo for skill damage, and Guixu Rachet for Lisbell combo shenanigans). If you have the mats to use on them, there's no harm in making duplicates for smelting, but there's not really a huge benefit either at this juncture; you can, however, think of it as an investment for a future update where weapons WILL be useful.
