As someone whose favourite content is the post-main quest exploration, where you can find a bunch of side things in the maps, I have to say Penacony mogs all the other locations.
Not only were the side quests all good, but all the hidden interactions and activites you could find really fit Penacony and the vibe it was going for.
Only HSS (and Amphoreus 3.0) come close, if you don't rush it and take the time to actually explore and fuck around before going to Jarilo-VI it's a really soulful prologue.

Amphoreus side quests weren't that good, I mean the ones you can find in Ohkema.
The exploration was mid, figuring out the chirping secret was great but having to run around SO SO much empty space is agonizing.
Plus, after 3.1 they made all enemies face into a wall and it just looks so...jarring.
If they had made the janus speed buff the default one I'd say its great, but no.
And there's a lack of memorable side quests pre 3.7, the penacony side quests from 2.0 were way better.
