I think the Afterburner should be added as an item to synergize with the Thermal Thruster. If it's fired in the air, it consumes much more ammo but also shoots faster and at longer range. Airblast would also have a much longer range if used while airborne. However, it would be severely nerfed while grounded.

This isn't related to the TF2 community, it's just how the masses work. The masses are fickle and rarely ever "want" something. The human race's history has essentially just been a series of leaders and great men using propaganda to get the masses on the side of whatever ideal or movement they wanted to get accomplished. The TF2 community is just a subsection of humanity and therefore has the same problems as humanity. The masses will remain with the status quo until a leader or figurehead comes up to tell them what to believe. Only then will they take action, however limited that action may be. I think Heavy is the class that should have a giant rat cage as a primary weapon. Releasing the rats sends them a short distance where they will attack and cause bleeding to nearby enemies. The rats will seek out food items so you can increase their range by throwing a Sandvich near your enemies.
