You can't, I'm sorry.
I've upgraded TWICE to play CS2 properly. It's bizarre how much of a beefed up PC the game needs in order to play at 1280x960 minecraft mode.
The issue is that the game is very CPU dependant so you simply can't boost your frames by setting everything to low - it's just the game itself that is very demanding regardless of your settings.
All you can do is look for one of those Ryzen cpus with x3d.

real my only option is to play css with the russian comrades. Otherwise im looking to see everytime i get near someone it turn into a max payne scene but i see slo-mo and the actions are already made i just get to see the movie.
