The steering wheel is a lazy Susan, the turn player turns the steering wheel to pick a card they want and everyone draws the card the steering wheel has assigned to them
Then everyone simultaneously plays a card from their hand and lays the tiles indicated on the card, you can rotate the cards but otherwise things have to match
Not all tiles have to fit but you're penalized for failing to lay tiles
After laying tiles player can spend keys (a resource) to rearrange and/or remove tiles from their board a la Rush Hour
You get keys from cards or as a bonus for filling up quarters of your board
You get points at the end of the game for how well you did your tile laying
You also get points and resources in the middle of the game for racing to complete objectives with your tile laying

Totally agree, would try this once but only after playing the game like 10 times at least. The single coward card is good not to get so cucked if you don't get your card picked. And to be fair, with the variant it gets stronger since 2 Level II cowards would be weaker than 1 lvl2 and 1 lvl1.
