Kukui is an interesting case because of the story. If he's considered as the Champion, then the only thing I'd find lacking is the battle theme, but the theme is more meant for the actual Champion, (You). If you remove that requirement out of technicality and count him as one, he could fit up there. Similarly, N, who declined the position, would be the last great Champion if he's counted.
As for Hau, he also lacks a strong presence and his own battle theme isn't all that great either.

Diantha is fine. She a good design and her team is fairly cool imo. In the Games, she has zero presence in the narrative. They fixed this in the XY Anime. They later give her a victory against Lance and Diantha is the only trainer that gave Leon's Charizard G Max form trouble.

The problem is that it seems they truly have zero genuine understanding as to why Cynthia "clicked" with people. Diantha? Let's just colorswap and inverse design Cynthia! Leon? He's le strongest! Geeta? She's a girlboss! They all completely miss the mark.
They've been trying to replace her for years and always completely failing.
And honestly, when you look around and compare to characters they REALLY want to push, Cynthia gets kind of middling treatment that's really not equivalent to her popularity. Like, look at how HARD they push Lillie every fucking where all the time fucking time. That's the kind of prime treatment you think Cynthia gets with how much people whine about how overrated she is and how pushed she is but Cynthia doesn't get it even half that good. She doesn't even get wanked strength-wise, one of the roots of her popularity, all that much meanwhile when it's Leon or Red they will always say they're le strongest and will always make sure the message is extremely clear with zero doubt for misunderstanding in any way whatsoever.
Personally, I think GF's resents Cynthia's popularity and they only do the bare minimum they can get away with doing because she's popular enough that if she was truly ignored and buried down people would start to notice. You're free to call me a schizo though, I know how crazy this all sounds.

I mean, I'd say you need one or two memorable Pokémon from that region, as well as solid other Pokémon. Cynthia does the unthinkable since Blue himself and has 5 out of 6 Pokémon be from Sinnoh, and though Geeta does have 4 Paldean Pokémon, they're either not exactly memorable, or wrongly memorable, like her lead Kingambit and her ace Glimmora. Nemona, meanwhile, is notable because not only does she have an entire third of the story dedicated to surpassing her, but she's also a sexy latina. Blue is also a good Champion, but is seen more as a Rival. His team in Gen 1 certainly suffers from the game's jank.
I do consider Wallace one as well, even if him becoming one in Emerald feels out of left field. They at least gave him some role in the narrative with Emerald's changes. Probably the most underrated Champion in my eyes.

Cynthia is hard carried by nostalgia, fanservice and word of mouth from older fans. She's not a particularly deep character in DP, but she's kinda hot and first time players struggled against her Spiritomb/Chomp combo.

Alder had a compelling backstory, but he was depressed and retired.
Iris is just some kid.
Diantha is famous and looks like an actual real life movie star, but her team is way too weak.
Leon was completely overshadowed by the return of Cynthia and her family. BDSP reasserted her as the strongest character in the series, and her ancestor following closely behind.
I am convinced at this point that somebody wants to keep her at the top.

Diantha main problem wasn't that she was easy, it's the fact that she has zero presence in Pokemon XY. her team may not be the best, but it's still a pretty cool team.

I really think what made her work was her team. Other than Roserade and Gastrodon, her Pokemon either came from plot eggs(meaning she's as important as you), unique encounters you probably didn't find the first time round (Meaning that she knows more about Sinnoh than you) or are from locations tucked in a corner. It helps to make her feel like a representative of the best parts of the region.

You'll find 5/6's of Alder's team just walking around in the grass, and while Iris has a decent team, 2 of them are from previous generations, Denio and Drudd are common encounters , Milstralton Cave is practically begging you to explore it, and the route from Relic Castle to Nacrene takes no effort. It doesn't feel as imposing as Cynthia.
